I’m all for ‘civility now’ but this discription short-changes the reality of the condition.
Fate did not place him in his situation. A reckless and careless attitude resulted in a death and numerous violations. I don’t believe habits are the result of unintentional behavior and this record is the kind that requires attention. Why bother with licensing at all, otherwise. If fate comes into play at all here, it’s been to protect those who have ever come near him.
