Unique traits: chrome frame with black handlebars

Theft description: Locked to railing inside my patio. Neighbor was on his deck until approx 2AM and says he noticed nothing suspicious. Lock would’ve been cut and bike pulled up and over the railing. Would love to catch this crackhead or, at least, get my bike back. Reward for any information. Please keep your eyes open! Thanks so much!
